Track Notice of Patient Rights mailing to Legal and Patient Designated Representatives

Main Office software version 6187 dated 08/17/17 and Clinical Point of Care software version 2601 dated 08/17/17 provide updated data entry fields in the Emergency Contacts screen to indicate which Emergency Contact is a Designated or Legal Representative through check boxes for POA, Durable Attorney for Health Care (DPOAHC), or Patient Representative. New Conditions of Participation require Notice of Patient Rights to be provided to the patient Legal Representative and any designated patient representative. Agencies may now create a Communication Note in both the Main office or Clinical Point of Care software with a Special Type of ‘Notice of Patient Rights’. A button will then display ‘Import Notice Copies’. When selected the software will import all Emergency Contacts marked as the POA, DPOAHC or Patient Representative with entered address as needing mailed copies. The Main office can track these Communication notes through Listing/Communication Listing or through the Control Board/PT Activities/ Communication tab. Print Control provides the opportunity to Print the ‘Notice of Patient Rights’ Communication note for individual with address where Patient Rights will need to be mailed. Tracking is available through Print control for recording the date sent and, in the event the Rights are needed returned with a signature, a Return Date.

CMS Finalizes the Delay to the Effective Date for New Home Health Conditions of Participation

CMS has finalized a delay to the effective date of the new Home Health Conditions of Participation by an additional 6 months from the original July 13, 2017 effective date. The new HHA CoPs are now effective on January 13, 2018.

Notification Enhancements for Managed Hosting Clinical Point of Care Software Users

Clinicians utilizing the Clinical Point of Care Software in the Managed Hosting Environment may now monitor responses to Notifications sent from the Clinical Point of Care Software from the ‘My Notices’ screen with software version 2582 dated 06/05/2017. In ‘My Notices’ Clinicians will select the new button, ‘Notifications sent’. All notifications sent from a patient’s Control Panel or Authorization Board/Notification section will display in the Notifications sent screen providing efficient monitoring for the receiving clinicians responses. Clinicians may also create a New Notification from ‘My Notices’ by selecting the ‘All Notes’ button. Case Managers may also create a group notification for their Team, as established in the Main Office Software under Employee Teams. Hospice personnel may send group notifications to update the Hospice patient’s Interdisciplinary Group/Team of changes or for notification of patient death.

High Risk for Hospitalization Intervention Enhancements

Available with Clinical Point of Care software version 2579 dated 06/01/2017 Risk of Hospitalization flags that are triggered by documentation entered in the comprehensive assessments will also initiate programmed interventions to auto-populate and save to a new section in the comprehensive assessments in the Care Management/ Hospitalization Risk tab and the 485/Plan of Care in the Assist/Risk tab. The automated/populated fields with the risk items and interventions may be individualization as needed. The Hospitalization Risks with the Interventions to address each risk will be included in both document print forms.

Supportive Assistance is now included in Plan of Care

Supportive assistance entered in the Comprehensive Assessments or in new data entry fields in the 485/Plan of Care in the Assist/Risk tab will now be included in a Supportive Assistance section on the Plan of Care with Main office software version 6154 and Clinical Point of Care version 2579 dated 06/01/2017.

PPS Billing Alert- Marking OASIS Assessments as “Accepted” Software Enhancements

Enhancements for increased efficiency have been made to the Create OASIS xml screen with Main Office Software Version 6153 dated 05/31/17. In the Create OASIS XML screen we have added a “PPS Billable Only” checkbox and a new Option to Perform, “Mark as Accepted by CMS” that will mark all assessments as received. After you get your OASIS validation report, you can then enter a CMS Date and check PPS Billable Only as the assessment filter parameters to display only OASIS Start of Care, Recertification and Resumption of Care used as a Recertification assessments. Next use the Option to perform, Mark as Accepted by CMS option to mark all the assessments as accepted by CMS on that date. Then you can just uncheck the ones that were not accepted using the Accepted button.

PPS Billing Alert- Final Claims as of April 1, 2017

Final claims sent where the OASIS assessments have not been received and accepted by CMS prior to billing will be denied. You may not be able to rebill and collect payment. A sent date does not indicate that the assessment was accepted by CMS. Acceptance information comes from the OASIS Validation Report. Agencies have starting reporting these types of denials and some were not aware, even though we have posted on Allegheny Messages.

Main Office Software version 6152 dated 05/30/2017 contains a new checkbox under Insurances/Insurance Company tab and the PPS tab that when checked will require a CMS Assessment ID (which comes from the validation report) or marking that the assessment was received, before a final claim can be created. This CMS Assessment ID or indicating the OASIS was received by CMS can be entered in Create OASIS XML screen using the “Accepted” button or in the view screen for the assessment under patients, or in the Edit PPS Billing Info screen.
Agencies using the “Accepted” button in the Create OASIS xml screen can now filter the screen by the software CMS Sent date to pull a list of all the assessments contained in the received Validation report to efficiently post the CMS Assessment ID or mark the assessment as accepted.

The entry fields have been in the software since early this year.
